本书主要对2018—2020年中国智库的发展情况作了概述性介绍，全书既有三年的每个年份的单独盘点，也有三年的总体考察，让读者了解到中国智库如何对标国家战略及重大国际问题、组织、参与重大决策的研究与讨论。这3年中，中国智库围绕“一带一路”“双循环”“新发展格局”等重大议题，提出了一系列论证报告和对策建议，发挥了咨政建言、理论创新、舆论引导、社会服务、对外交流等重要作用。
