翟洪波，1971年出生，河北承德人，三级教授级不错工程师，国家注册咨询工程师(投资)，全国首批入选国家公务员培训兼职教师及公共管理硕士（MPA）校外导师师资库专家，现任国家林业局亚太森林网络管理中心（亚太森林恢复与可持续管理组织）规划处处长。共主持或参与各类林业项目300余项，其中作为项目负责人主持《全国国有林场改革与发展报告》、《珠江流域防护林体系建设三期工程规划》、《全国森林旅游年度发展报告》和《太行山绿化20年评估》等各类项目150余项。作为项目骨干参与《全国森林防火中长期发展规》、《全国防沙治沙规划》、《全国特色经济林产业发展规划》、《全国天然林资源保护二期工程实施方案》、《全国林业棚户区（危旧房）改造工程规划《全国国有林区道路工程规划》等160余项。主编及参编学术著作20余部，其中主编10余部，如《森林火灾扑救指挥及战术系统开发与示范》、《半干旱地区华北落叶松人工林可持续经营技术应用开发与试验示范》、《森林防火实用手册》等。在《Science Advances》、《生态学报》、《应用生态学报》、《林业科学》等各类学术期刊上发表“世界林业生态工程对比研究”、“全国森林防火区划刍议”、“建立中国国家公园体制的思考”、“中国集体林权流转问题研究综述”等SCI、EI、ISTP等各类论文60余篇。主编及参编著国家及行业标准10余项。主持及参与完成林业科研课题10余项。荣获梁希林业科学技术奖（排名）等省部级、重量以上奖励10余项，荣获司局级工程咨询奖15项。
